What's the context of this?

How did Plagueis achieve this? Was he amped? What was happening?

Were you only given that quote without any context?Essentially Plagueis tried to reach out to every little thing to proclaim his supremacy but the Force fled from him.
And keep in mind, that if the Force itself stepped in, personally intervening, then he probably would've succeeded otherwise. It's a legit feat, and another one that confirms his superiority to Valkorion, given that the latter has no galaxy-wide feats without rituals, and the Force let him do as he pleased. Plagueis on the other hand can spread his influence across the entire galaxy, and affect quadrillions of sentients telepathically (not to mention the insects and others), and is so powerful that he is a legitimate threat to the Force itself, forcing it to intervene several times to try to stop him (here, and later in the form of Anakin Skywalker).

Darth Plagueis clearly failed in this objective - the (Force grew silent) part is from his point-of-view regarding how he felt in the process. This feat was too much for him in scale and beyond his ability to control. Very simple.
