What they will do is cite instances where someone gets little to no punishment for rape and use it as an excuse to say we live in a rape culture. Ignoring the fact that 9 times out of 10 when this happens people are in a huge uproar over it. A true rape culture wouldn't care if a rapist got away with something.

Colleges especially are going crazy, but not even just with rape culture. We get this nonsense:
