Maul properly defends against it only in one instamce and it is via tanking it. He can pull this off cause it is fodder lightning. What he faces here is not the lightning of a low rank nameless fodder. Maul is getting literally roasted and toasted here.

Maul got caught off guard once, as implied when Mighella mocks Maul and says "a Nightsister is never unarmed" making it appear as if Maul thought she was an easy kill. And this was before he hit his peak anyway.
And deflecting Lightning is putting your blade in the Lightning's way. It requires Force augmented strength to keep the blade in your hand, and skill to deflect it. Maul can put his blade in the Lightning's way, and surpasses Kenobi in both these categories.
