Breh, they had a tug of war, and even though Steve had his back turned and Peter can stick to the ground, Cap overpowered Spider-man and pulled him towards himself. He sent him flying, in fact.

Spiderman also has much much better strength feats.

There's no technique in that movement. If anything Steve was handicapped from having his back turned.
