Parachute strap found in legendary DB Cooper case

http://www.foxnews.com/us/2017/08/10/db-cooper-mystery-potential-physical-evidence-uncovered-in-search.html

DB Cooper was the only successful plane robbery/hijacking in American History. He got away with 200,000 USD after having jumped out of a plane over the Pacific Northwest, and the last bit of physical evidence was found in 1980 (some bundles of money). Do you think the parachute strap answers any questions or suggest he survived the landing

I honestly do not know. There have been several people on their deathbeds who claimed to be Cooper. I just find this weird:

"Colbert declined to make the precise location of his crew’s dig public, but claimed the potential strap was located “right where a credible source claimed the chute and remaining money are buried.”

I'm confused. Who was this person who knew EXACTLY where the money and chute were buried?
