No limits fallacy. We can only argue based off the power he's shown. He had control of the water as well and water benders don't need wind powers in order to manipate it.

He made a tsunami with air! Clearly depicted! The amount of air needed to raise such a wave is HUGE!

He could make cyclones or hurricanes too.
