He probably put a "do not disturb" thing on his door. That takes care of the maids.
He had several days to bring up all the guns/ammo that he wanted. People come and go from these hotels all the time, carrying new bags and bringing down other bags. They aren't going to get suspicious even if they noticed that.
But they probably didn't, because there was a big concert going on across the street, the hotel was probably swamped and even more hectic than normal which would make it even less likely this guy would get noticed carrying bags up throughout his stay.

Different evidence, you can stage the 32nd floor with what the story is going to be, meanwhile the actual crime happened on the 4th floor.

Trump's recently said he'd discuss gun reform, but that's all it will be. Talk, even then it might not even happen. In fact, "Big Gun" is likely to see an increase in profits as people rush out to buy a gun and stock up on ammo anytime a mass shooting happens and someone mentions "gun reform".

So I should be skeptical that a shooting took place in that room because there is a photo of a gun in that room?
Also if this conspiracy is true then it means the cops are in on it, in which case there'd be even less reason to plant evidence on the 32nd floor instead of the 4th. If they're going to lie and frame someone, then they'd definitely frame someone on the 4th floor to go along with the reality of the shooting taking place on that floor. They wouldn't just arbitrarily change the floor and create the potential for holes to be found in their story.
