Look, it's quite simple to see what Filoni is saying here. Maul is in Vader's realm as far as his threat level, purely because of his training from Sidious, which sets him apart from the likes of Ventress and Savage.

Uh, being kind of in someone's realm isn't the same as being able to stand up to them in a fight. Whether or not there's a seismic gap between Rebels Maul and TCW Maul isn't going to prove TCW Maul can stand up to Vader in the same way we can assume Rebels Maul can via being close to Ahsoka.

The realm is exclusive to Sith Lords trained by Sidious, e.g Maul and Dooku. The likes of Savage and Ventress are not: they're inferior. They're not comparable to Vader in any way.

Let's look at the definition of "kind of", per Google:

Yea, saying that it's often used that way doesn't mean it was being used that way in this specific in this instance.
