Goku and Hit was indisputably pis.
From Hit's perspective, it's like a still photo predicting where you're going to hit in the next frame. You should be able to course correct easy, because you're reacting to a still image.
Hit would have needed to close his eyes every time he threw a punch to land on frozen Goku's blocking arm.
In the English dub, King Kai states that Goku was literally forcing himself into the future when he fought Hit(via his use of SSB+KK.) That is not only how he countered the time-skip, but also why his powers were completely burned out a few episodes later.
...Though that may have *just* been stated in the English dub. Later on I'll have to look and see if the Japanese translation/subs corroborates this.

Jiren is more powerful than Toppo. He himself have admitted this.
