The problem is that Oberyn's real advantage against the Mountain was his speed and agility.
Barristan is as fast and agile as Oberyn.
Also Oberyn's spear is a long combat weapon. Quite suitable to fight slow big targets which you intend to keep distance from like the Mountain.
Selmy on the other hand knows this,. The moment Selmy gets close his sword will do the job.

What about when he fought the Sons of the Harpy?
He didn't look all that impressive. He's supposed to be one of, if not THE, best swordsmen in the world. Capable of defeating 5(?) Kingsguard with the ease of cutting a cake. We never actually see these levels of skill from him
It's Selmy based off implied skill. They guy is supposed to be able to fight Ser Dayne dead evenly. Implied skill in Thrones isn't just one person hyping themselves either. The entire realm knows about Selmy and Jaime's skill and ranks them that high. It's annoying that people can argue that Jon or Brienne would stand a chance against Jaime (who was trained by both Selmy and Dayne) or Oberyn would against Selmy. It makes no sense and is pretty obviously fan wanking when people do it, despite it being technically in accordance with the rules.
The Red Viper.
He'll hit Selmy at least once and that'll poison him.
I think he can survive long enough for the effects to take old.

Anyway, Selmy still got attacked by a dozen SoH, killed half of them, only got tagged when he was just killed someone else and still killed all but one. And all that in his 60ies and without his kingsguard armor.
Depending on the canonicity of History & Lore, he also bested Maelys who is basically a stronger Gregor.

I don't see why not, those are made with the show, so they are show feats.
