If it's Ock from the picture then Goblin can win by spamming bombs.
Ock might win some by snatching Goblin off of his glider if he gets close enough. There's a good chance he'll catch an incoming pumpkin bomb and shove it up Goblin's ass.
Prep is a non-fight. The things Ock's done in the few recents years puts him way above someone like Kingsley.
Also, if it's current Ock then he has all of the above plus Spider-man's stats as well as stronger and longer tentacles.
