Based on hype, I'd go with the World Razer tbh

Valkorian was regarded as the most powerful force user of his Era(SWTOR) which includes the world razer.
Valkorian capable of creating a Galaxy wide Ritual, which indicates his level of power.

It's a logical assumption to assume it is as there is literally no other being shown within SW lore, to do such without the force.

Waru & the bedlam spirirs aren't force users either.
