Yeah, the Bedlam Spirits are at the top, imo:

The fundamental forces/elements of the universe were their playthings.

And for what it's worth, they are among the select few in the mythos to be outright dubbed "omnipotent":

The Father of Mortis has been stated to be the most powerful Force user, period. Whether the Bedlam Spirits are Force users determines their place as either at the top or below the Father.

(Mortis FP Anakin, literally affected the entire realm of Mortis)
