****ed up thing is that high end Bane probably matches a low-end Grundy.

Thats about right, which is why on average, Grundy will win.

Why DOES Grundy fluctuate so much? Has there ever been an in universe reason?

With Grundy you almost need to specify a version, by issue number, when making a thread, due to power fluctuations.

Yet, later,Bizarro practically kills himself fighting Grundy.

But preceding this, Batman KOs Grundy, whilst Gotham has trouble with the same version.

He's so inconsistent.

He's an all purpose villain, writers just have him at whatever level they need for their story.

Yeah. I can't think of anyone else in either DC or Marvel who fits though....a random villain who's actually quite well known ,who's used as a punching bag as needed.

I was going to say Croc too, but Rhino is so obvious i overlooked him.

Bizarro Superman, Mr. Hyde, Mammoth, Bullseye (Elektra's killer, Daredevil's rival, Frank Castles punching bag)

The only times when Grundy was even slightly impressive were in Justice League Unlimited and Arkham City. Outside of that, he pretty much always sucks.
