Surfer can’t affect his peers with his blasts. That’s average Surfer. Average Superman has always affected his peers with hv. If you want to use high end Surfer (instead of average) then you have to use high end Superman.
It isn't really about all of that though. The Surfer simply has a larger variety of powers than Superman, but then again, so does Metamorpho.
