I have never seen the flash TV show so I will just put them from what I've seen in clips and trailers.

RF & Zoom being between the Quicksilvers is pretty much spot on. Barry himself isn't in this thread, but he'd be above the two villain Speedsters, but currently still below Fox Quicksilver, though the gap is a little bit smaller since Barry got another between season amp. He's fast enough to do things like this now:
