It's the Dawes Roll, man. If he can prove direct ancestry to someone on it, he's in.
That's how my older brother and sister got in (they did not enroll on their own, in Oklahoma, back in the 90s, public schools all but forced all eligible students to join...I believe the more NAs you had in your school, the more federal funding you could get which would explain the big push to get all students enrolled who were eligible).
So if Silent Master can prove the Dawes Roll stuff, he's in, too.
And his comment...if he has NA people in his family, they will be able to tell stories. Which is not really his point but his family probably told him stories so he knows from second hand experience what Tyrannical Government Oppression is which is his point.
