There was 0 way for Strange to defeat Dormammu reason why he created the loop to force him to negociate!
What makes you think a fire sword can even touch Dormammu!?
Dormammu could defeat both Hela, Surtur, and Thor along with then entire Asgard should he be released from his dimension!

But can Surtur harm him? Inconclusive.

Strange shields has blocked Dormammu blasts. They aren't that strong.
Lack of feats or evidence to support something means it doesn't exist.
You must prove that dormammu has the durability to withstand attacks from Surtur. Otherwise, you are speculating without evidence.
At best, this is a stalemate because Dormammu can't damage Surtur.
