What if the Senate called a vote of no confidence on Palpatine?

Say he fcked up and it happened? Or is he really, "I am the senate"?

In legends, Seti Ashgad was going to do that very thing, but Palpatine secretly banished him to Nam Chorios. I believe Palps knew everything going on in the Senate and if their was ever a hint of that happening, he'd swoop down and make it go away

Banish him under what grounds? Why not kill him instead like he tried with Padme?
