Bump.I actually think Batman who Laughs might be the most evil character in all of fiction.
For example, characters like Sauron, Palpatine, Judge Holden, and the Crimson King were the epitome of "evil" within their respective franchises... But scale of their powers/feats aside, it's pretty hard to determine who was the 'most evilist' of them all. /shrug
Joker IMO.
There is a one-of Harley Quinn comic, where she dresses up as an elf or something for Christmas and gives presents to children. They go home, open the presents up and heeey, it's actually bombs, so the kids get killed. And she just stands there, unfulfilled, talking about chaos. Truly one of the worst comics DC has ever produced, considering how they have now turned her into a Deadpool like anti-hero figure.
So when you have Harley Quinn doing heinous deranged shit, by default you have the Joker being even worse. It's not like that guy hasn't killed babies for fun. So it's just pure random chaos. I don't think that even someone like Red Skull would just go ahead and start killing babies without some sort of "meaning or goal" behind it.
