Or is it just their mastry of ultra-instinct that makes them seem alot stronger then they really are?

Whis stopped Beerus with a tap, so Angel's are strong. Whether it's UI is irrelevent.

Angels are ridiculously strong any way you slice it...

*Complete mastery of UI undoubtedly makes Angels the best fighters in the multiverse(by a HUGE margin) -- but if they weren't also astronomically powerful, feats like the above wouldn't be possible no matter how technically skilled they are.

A showing of their power specifically is how Ramod's scream was freezing the Gods of Destruction in the manga, but had no effect on the angels.

Uh, yeah. Any given one of those angels could solo 99% of everyone else in all of fiction. They make universe level God's with the strength to destroy universes with single blows look like helpless infants.

They can literally block universe ending attacks with the tip of their index fingers, without even flinching.
