Grand Inquisitor beat her in a fight

She put up an okay fight against Tano and challenged Kanan. That's more than "barely competent". Plus I doubt Nu would be doing all kinds of acrobatics.

Barely competent means they're competent, even if by some meager margin. Ezra certainly isn't competent based on the definition of the word. Kanan is debatable although he probably is.

Going by Palpatine assesment of Jocasta's abilities, there's no way to conclude how she does stack up against the 7th Sister.
