I honestly think he could just swat the shield aside and bum rush Cap.

I think Cap can win if he uses his speed and agility, and tries to use his shield to pick the power armour apart. I think that if he tries to match the suit in pure muscle, things are going to go less successfully. Valerian becomes like Juggernaut-lite in that armour.
