Only if you assume he'd receive the exact same gains as the Saiyans and Frieza. But even then it's doubtful IMO.

Cell at his best was SSJ2 level. Jiren is GOD level. The difference is just too much.

^ Freeza went from being weaker than he was on Namek to SSB-level, with 4 months of training.... Vegeta ascended from SSJ2 to SSB, with ~1 year of training... Android #17 went from below Imperfect Cell-level, to current SSJ3 Goku-level, just by apprehending no-name/human poachers for the last few years... Goku was able to access UI just by breaking through his shell, and unlocking his deeper potential. Etc.

...Cell has the potential of ALL the aforementioned characters(and more) + SIX YEARS of continuous training with Zamasu, who is one of the best technical fighters in the mythos.

Aside from that, Cell also receives zenkais from severe injuries and such(that's how he attained his 'Super-Perfect' form, after all)... And zenkais are still very much relevant in DBS -- it's why Saiyans get continuously more powerful in the heat of battle, and also why Goku and Vegeta are so much more powerful now than they were in RoF, for example... Not to mention Black, who was pretty much a walking zenkai. /shrug

I also don't think it's out of the realm of possibility for Cell to learn the Kaioken technique. After all, Cell boasted that he could probably generate a Genki Dama if he wanted:

Even though it's bullshit(an evil being like Cell cannot create a Genki Dama), Cell's statement at least tells us that he has full working knowledge of the techniques Goku learned from King Kai... Which makes sense, considering Goku's cells were harvested when he fought Vegeta during the Saiyan saga(wherein he used both the Genki Dama AND Kaioken.) If Cell knows about one, he logically MUST know about the other... And if he knows about Kaioken, it *should* be attainable for him, but I digress...

Regardless, I see no reason why Cell couldn't exceed Jiren/GoD-level, all things considered..? As mentioned, his theoretical potential is absolutely staggering. /shrug
