I can see why one would put Anakin higher (though this list is about like TK/TP/etc.), and I'm not using the Vader = 80 Lucas quote as he seems to have just eyeballed it.

I believe Lucas was referring to RotS Sidious when he said Vader is 80% of him, which is why we'll be a 100 on my list.

Luke is mainly there via thematic intent and all. Caedus > Vader canonically, Kyp is supposed to have monstrous raw power (implied > suit Vader) and has dorvin basal + frigate + sun crusher feats (considered placing him higher, maybe should have). Galen >> TFU Vader but RotJ Vader has grown quite a bit so I guess that evens out, but Vader has some accolades and powersclaing chains that would place him super high. Vitiate is lowered via reverse powerscaling.

I'm honestly done with lists. You could literally come up with any kind of ranking with scaling.

I'll just have Sheev at the top combatively and Luke at the top raw power-wise.

And pre suit Vader as indeterminable raw power wise.

Also Ell, Vader literally ragdolled TFU II Starkiller, who's more powerful than Galen. Whatever Syndicate infected you with, you need to be cured of it.

2x more points equals embarassing domination (Dooku vs Ventress in Yoda: DR), not a mere ragdoll. Ragdoll territory is roughly 1.5x more points. 1.2x more points equals significant force advantage that may translate to tactical superiority in combat.
