Most evil characters in fiction.

Basically the same as the first post, only this time with no stipulations.

1. Chernabog - Fantasia: This dude is literally the embodiment of death and evil, he legitimately is evil incarnate.

2. Super Buu - DBZ: I don't really think I need a real explanation for this dude.

The Joker, as bad as he is, USUALLY... usually has rules, and even has what you'd call "sympathetic" moments.
