I think he's assuming Vader will definitely make it to the run-off and is more interested in who will oppose him - Valk or Yoda.

Explaining how it works:

The two characters with the highest votes will be polled again. The winner gets crowned #3.

A new thread will be created for #4. The top two of that thread will go into the run-offs to decide #4.

The system I have in place is designed to make vote-splitting irrelevant.
