Yup. This is supported by Tenebrous himself actually, since he has presumably experienced it in combat himself as he did beat his Master, a Sith who can manipulate time to a major degree. He did this with his "customary efficiency" - the wording implies he didn't have any significant trouble there, which would not be surprising considering that while still an apprentice, Tenebrous went "far beyond" the stuff his Master taught him, which he deemed "simplistic" to boot. All of this happened presumably in two decades or less, given how the lifespan of Bith's wouldn't allow for much longer than that.
Tenebrous then grew in power for a century more; if all it took for him to completely overshadow all the greatest abilities of the Banite Sith was a few decades at best, just imagine what that kind of growth quadrupled or quintupled would result in. Most likely any chronomantic displays of power on Valkorion's part would be met with nothing if not relentless condescension and effortless resistance - in fact that's lowballing Tenebrous since he already deemed what the Vitidiots fawn over the most petty conjurer's cheap tricks that were beneath his notice, and again, to reiterate, while still an apprentice.
