Who wins and why?

Arya easily with Current versions. Mainly due to Jaime having one good hand and it is his weak hand.

Arya. She is way too fast and way to sly.

Jaime is more like the jack of all trades type of fighter. Whilst Arya is the super fast, super agile type.
