not really, Jor El says to Kal in MOS that his power will continue to grow as he tests and pushes it. By the time we see him in JL hes far and away a higher power than he was in MOS; he casually takes on 4 Leaguers and the guy who casually took them on (Steppenwolf) whereas he could barely handle Zod in MOS
