Considering Luke stomped Vader, a person appreciably ahead of Dooku, in a more emphatic manner than Anakin did to Dooku, and in a way that is echoed by more number of sources, yeah, rage amped Luke would certainly be a 9.
Normal ROTJ Luke would be an 8, since there are many sources, even recent ones that say that Luke and Vader were evenly matched(not that this wasn't evident from the fight itself) and Vader is definitely an 8, possibly a high 8.

Pretty much, but I'd put Vader even higher. Windu was said to be a low 9, and there's no way Vader is below Windu.
If the novel is any indication, then a serious Luke was implied to have already surpassed Vader as a swordsman before he went into full rage-mode:
"Before Vader could gather his thoughts much further, though, Luke attacked again - much more aggressively. He advanced in a flurry of lunges, each met with a loud crack of Vader's phosphorescent saber. The Dark Lord retreated a step at every slash, swiveling once to bring his cutting beam up viciously - but Luke batted it away, pushing Vader back yet again.
