A year or so ago, I would have said Gotham stomps. Ellis/Hickman destroyed the Starbrand and reduced it to 'planetary' level at best.
Then something odd happened. A few forum members pointed out an incredible showing for the current Ellis/Hickman raped Starbrand. In the Starbrand/Nightmask mini series, Starbrand was attacked by three universal level abstracts : Explosion, Gravitation, and *Entropy channeling their power through three human avatars : Nitro, Graviton, and Blizzard. He not only survived but he was actually holding his own. They only got the advantage over him by distracting him by threatening his girlfriend.
*Yes THAT Entropy (the being that replaces the current Eternity in the distant future).
If that's the Starbrand that shows up to this fight, Gotham is dead.

The Starbrand is badass, it always has been. It's only weakness is the wielders imagination. A Starbrand wielder can be easily destroyed if they sit there and allow themselves to get ripped on, but once they've decided to fight back they become pretty powerful (High cosmic level powerful). Just look at when Kevin was stabbed by a butcher knife and began to bleed from it. He allowed the knife to damage him, because he was preoccupied. He stopped Mjolnir with ease, while also fending off the Hulk and Hyperion, for example. This was when he was even more inexperienced with the Brand than he later was while dealing with those Avatars.
