Kenobi actually fell in love with Satine, so in that sense he did violate the Jedi Code.
However, even when Satine was murdered by Maul right in front of his eyes, Kenobi still didn't let his feeling for her sway him down a dark path -- he always stayed true to himself/the Jedi values... Which is pretty admirable, tbh.
Kenobi: "You can kill me, but you'll never destroy me. It takes strength to resist the dark side -- only the weak embrace it!"
Maul: "It is more powerful than you know!"
Kenobi: "And those who oppose it are more powerful than you'll ever be!"

But he was definitely attached, so I guess either way he broke the code.

Love isnt forbidden. Attachments are. As Padawan Skywalker wisely explains to Padme before boning her.And Kenobi saying hed leave the Jedi Order for Satine was a ruse. Although there may have been some truth in it, but thats speculation.
