Raiden is ludicrously faster than Genos. Genos is more powerful, but it doesn't matter. Raiden would cut him to pieces in a fraction of a second.
He was able to catch up to Saitama (who was holding back), but Saitama was moving much faster then Raiden can keep up with.
It'd definitely be the other way around, its almost humiliating with how much faster Genos is, whereas Raiden is doing things like barely keeping up with a bullet train, and jumping on missiles, which definitely do not move half as fast as Genos was in his fight against Saitama.

Someone did a quick calc of the speed Raiden would be swinging his blade and it was over 8,000,000 mps.
By comparison, Genos didn't catch up with Saitama at all, even while Saitama was holding back. Genos might be able to tank Raiden for a little while, but Raiden will kill him eventually.
