Given those stips, DS 6/10.
If Frank gets out of the way fast enough (which i figure him doing 4 out 10 given DS’ uncanny skill) it becomes a running firefight which Frank wins.

Deadshot has also dodged bullets, lazers, etc...

DS and Captain Boomerang, who has super speed.

Yeah, but from someone on DS's level, who rarely misses? Deadshot was able to stalemate Deathstroke, and we all know Slade is more enhanced than Castle.
