Superman, cuz that's what powers him ... which means that Superman actually benefits, whereas for Surfer it's more/less a "neutral" environment.
FYI: the sun's surface is about 10,000oF, its interior about 25,000,000oF. But this is cool compared to some stars, which can be 10X as hot (surface and core), or even hotter.

In any case, that would make sense. Firelord has to be better than the Surfer at something. For Surfer to be superior to him all the way around would be like Superman being faster than Flash. The whole point of Flash is his speed. To have another character with multiple powers be better than a character with a main singular power kind of negates the whole point of the singular-power character.
It's why I don't like when characters are stronger than the Hulk. 😠
