Sure they are. Omnipotence requires utter supremacy. For example, if Tilotny were to fight Horliss-Horliss to a standstill, or strain in any way, shape, or form, than neither are omnipotent. There’s a reason that every fictional universe only has one “true” omnipotent.

Also, If they were omnipotent, they’d be omniscient and omnipresent (they’re not).
