He's been owned by blade, owned by Deadpool, and owned by the hulk. All three of those characters were casually keeping up with his speed. What makes you think that the character that can fly from New York to Rome, beat Ultimo and then fly back to New York in only a few minutes is slower? Adam has kept up with King Hyperion and Nova. He's not slower than Dracula.

Im not making him bigger than he is mate. I stated facts that Dracula survive a Blood lusted Surfer. Fact. He contended with Thor till Sifs blood poison him and weaken him. Fact. He beat Apoc, X Men biggest villain really with a single bite. Fact. He beat Strange once with telepathy, trick Strange again with hypnosis, and Strange needed tons of prep to beat Dracula the final fight via Darkhold in Stranges Possession. Fact.
I dont see why a non jobbing/written to his best Dracula cannot beat Blue Marvel easy with Hypnosis or not survive BM best attacks. That simple.
As for speed, Hulk never "kept up" with Dracula. Hulk made a single AOE blast. One attack that was it. One that Dracula survived fine and healed instantly from when all the other Vampires died.
