I think they highest number of midi one has the easiest is for him to become very powerful and learn or master force powers. However I think that even someone with a lower power level could become very powerful, they just need muuuch more training and time to grow. Look at Sharad Hett, he was good during the clone wars, but he was nowhere as powerful as he would later become. Give him More decades to grow, and more knowledge, and he became quite a powerful Sith
It's pretty much the same as genetics. Just because you don't have good genetics doesn't mean someone like Johnny Depp couldn't get stronger than The Mountain before he started training. But once The Mountain started working out and doing heavy roids and hgh, he got higher than Johnny Depp could ever dream of.
If Anakin never trained force stuff, he would have been weaker than some loser like Freedon Nadd. But his ceiling for power is simply higher because his "genetic" potential is off the chain. He has the potential to be the most powerful force user ever if he keeps training. It doesn't mean he is, it means he can become it from training, and likely just normal shit.
Yoda doesn't make sense though since his count is so high and he's had centuries to get more powerful. They kind of glossed over that.

I'm just saying that if you have two force-users that are identical in every way, except that one has a midi-count of 5,000 and the other has a midi-count of 15,000, and then give them an equal amount of force-training, the one with the higher count is going to become [far] more powerful overall. As mentioned, there is a direct correlation between high midi-counts and force power/potential.
...But that's not to say a being with a lower midi-count cannot become more powerful than someone with a higher count via extensive training and whatnot.
