One dimensional? Hulk was turned to stone and reversed it. He was shrunk down to the size of a mouse and reversed it. Transmutation doesnt work on him.

That's Singularity, a Legion of Superheroes character who kept getting stronger, the more Superboy, Ultra Boy, and the rest attacked him.
And he looks like that, because the air around him was transmuted into the same indestructible mineral that Proginator/Element Lad turned his own skin into, which allowed him to survive the Big Bang and exist as an insane, immortal being slowly moving forward with the universes history into the Legion era.
