Skurge wins after a brutal fight. I think the Asgardian/Storm giant's strength would be the biggest difference. Enchanted axe vs. magic cancelling Nth metal, savage fighter vs. savage fighter, all a wash. Hawkman has the speed and maneuverability edge but Skurge is stronger by far.
