The rural and more right leaning regions of the state (and other parties) don't like having the larger, more liberal population centers (i.e., Silicon Valley/San Francisco Bay Area and Orange/LA/San Bern/San Diego Counties. Most of California is actually farm land) dominating the votes and tax policies. It's also a ploy to break up CA's electoral votes to make it easier to elect more right leaning executive candidates. I think at one point there was also a plan to break CA up into 7 states (would have created 4 new red states).

Very very slim chance, even if it is voted into play in CA it still needs to be approved by the US congress as well with a 2/3 majority vote.
Also in the state of CA I'm sure the most densly populated areas don't want to have to deal with water rights of border states or businesses in multiple states of CA and taxes....etc etc obviously there are many issues at play.
