This isnt one of those cases. Spectrum can do way more than this version of Supes, she’d own him.

I have my money on Supes.

Why? Because I think he's more versatile than Monica.

She can definitely affect magic as evidence by mimicking magical spells of Shuma Gorath.

She can stop molecular motion.

She has resisted a time manipulator who tried to stop her from moving.

Regarding Parasite, I would pick Dr Light as a better energy drainer than him. And this is how he handled energy supes, by turn him into radio waves.
