The later versions amp himself with mysticism, and cosmic powers, aside from getting several boosts from death along the way. In the future according to the Infinity Siblings story line, he finds a way to become an amalgamation of both Death and Eternity.

Yep, I noted the time on The Source Wall, also noted I think the Godwave and him being in it were factors(although I don't recall either being explicitly stated, but that was my impression). For Steel, not thinking the implants being inside would make a difference, and the "cosmic/magic" thing won't necessarily do anything because I'd assume at least the cosmic aspect(if not both) is part of the tech, and he did show resistance to mystical based defense in the Watchtower (simulated magic from Zatanna and Doctor Fate) that was there specifically for rogue Kryptonians. And I brought those examples up to show his technopathy being more like matter manipulation than simply hacking and taking control (although he can do that too). I think the better argument would be if Thanos'durability would prevent them from being moved much. If he even has them.

he no longer has them, when death resurrect him the first time she replace is artificial implants with natural enhancement. His second Resurrection made him more powerful than before.

Didn't Henshaw roam the universe in an ethereal form? I remember reading an issue that had his history showing that. If so, wouldn't that mean Henshaw does NOT have a brain to exploit? Unless all you need is a consciousness to be affected by TP.

He physically died and ended up as an energy being, not sure how telepathy would work on him because of that. Don't know if it's ever been used on him.
