Wonder Woman probably fits both, she has many very bad rouges but the few exceptions are underrated and underused(like Dr. Psycho and Circe for example).

Martian Manhunter and Cyborg are even worse, but it's not as prominent with them.

Thor's and Iron Man's are underrated.

MM had a couple of good ones during the Ostrander series, but yeah, JUST a couple.

The Mandarin (his Lex Luthor, arguably), Fin Fang Foom, The Controller, AIM, Titanium Man/Crimson Dynamo (and by extension the Russian govt.), Obidiah/Zeke Stane, Madame Masque, Blizzard, Chemistro, The Dreadnoughts, Living Laser...and of course The Ghost, though niw everyone will think thats an Antman villain.

A lot of them need tweaking but the potential’s there.

That's who I was thinking for underrated. Tony's rogues gallery is quite stacked when you think about it.

Mind listing some? I honestly can't think of characters that would qualify as Surfer villains. Not a big Surfer fan anyway.

Reptyl and Quasimodo are the only which come to mind which can be said to just be his rogues.

Mephisto and Thanos are general rogues.

Wow, Surfer doesn't even has a rogues gallery. I remember his entire 3rd volume and it doesn't has ONE specific rogue of his own.
