Sometimes, yeah. Depends on the version, but they all have "cardboard" moments.
Marvel wise, a crippled scientist wrapped herself in circuitry, and was one shorting rank and files left and right, and even Optimus level leaders, and combiners.
Otoh, they can tank earth militaries all day long, and drive them away by accident.
Unicron, he's been taken out with common explosives. As a head, though. In Devils Due, he was driven off by Cobra La growing "metal eating spores".
I think the current version should be pretty much unbeatable, though. Fleets of planet razor's had no effect at all, and his alt universe counterpart, Primus, can tank a beam that rips open portals in the fabric of space. Can't see Unicron,
the flagship planet transformer, being inferior to a small timer like Functionist Universe Primus...

From what I can recall, even before he went into the heart of the sun for a thousand years, he had come back from wondering the cosmos and already had powers beyond powers (or however DC wrote it ...but basically, that he was the ish).
Kal Kent on the other hand was shown as a supremely-powerful version of Superman (high IQ, speeds faster than a tachyon, sensory abilities beyond Kryptonian, I remember some scene with hypnotic rain, there was also some statement about his gene pool having been mixed with that of 5D imps, and so strong that when weak and aged he was able to - erm - punch his way into the future). He was however dependent on the Super Sun - which was fueled by Clark - to amp up his abilities ....
Hence, Clark.
The only issue is that the Clark in the JLA of the future doesn’t have any real feats shown (apart from using a GL ring to destroy Solaris), while Kal Kent has several interesting feats.
So, I only base my choice in implied power. Clark was already beyond power before he went into the sun, and he was the one powering up many of the Superman Dynasty of that time with additional power (which is why the aged and feeble Kal Kent instantly got his health and youth back the moment he made it back to the future and the presence of the super sun).
To put it another way:
- Kal Kent is a F-15 Eagle. Flawless combat history making it the most successful jet fighter ever. It’s been used by the US and Israel in many battles, and has real ‘feats.’
- Clark Kent on the other hand is an Ohio-class Ballistic Missile Submarine. It has NEVER been used in anger, has ZERO feats, but in its missile silos it has 24 SLBMs that can vaporize the same number of cities with nuclear fire.
Thus, while one has zero ‘feats’ and the other has many, it is clear which one is the ‘powerful’ one.
