In terms of pure power, Rogol is undoubtely the more powerful entity, but Cyborg Superman is virtually immortal, since his consciousness is still on the same plane even when his body is destroyed, thus he can just recreate another one.
But if we measure the winner via short knockout then that would Rogol of course.

Cy can be KOed without destroying his body. But I guess it hasn't been revealed yet how Rogol gets his power? In the slight chance it comes from technology implants, Cy can just control him.
