Movie 7 Goku = his pre-RoSaT levels(as seen at the start of the Android saga.)
Given the astronomical difference in power that exists between this version of Goku and Perfect Cell, I have a really hard time imagining the Genki Dama giving him enough of a boost to contend here. I mean, his only feat was one-shotting Super #13, who was logically only around #16-level.
Going with Cell, solidly.
Super #13's best feat was stomping Kamiccolo, who was equal to #17. Aside from that he just ragdolled a few pre-RoSaT Saiyans, who were each considerably below #17/Kamiccolo-level.
#16 could undoubtedly duplicate all of those feats with an equal degree of ease. That said, I see absolutely no reason to place Super #13 higher than that.
