Is a 32 ACP a bad cartridge?

I was scrolling through Kel-Tec's website and saw a 32 ACP pocket pistol for pretty cheap, however, I always thought that that round was even worse than a .380 (which I am also biased against). Anyway, I would like to hear your thoughts on the matter.
