It's a pretty standard condolence. There's nothing wrong with it, though I suspect it will be criticized as lifeless and insincere, especially when you consider the shit he said about McCain not too long ago. McCain's family apparently doesn't want him at the funeral, and have asked former presidents Barack Obama and George W. Bush to give the eulogy.
It's a no win situation. These guys weren't friends. If Trump said glowing things people would just whine and say it wasn't sincere. Yet to not say anything at all would be met with outcry.
Trump Derangement Syndrome. It's obviously going to permeate every aspect of our lives now, we cannot escape it. Oh well. Moving on.
